#9207: Actions - Selected WTA are Being Removed When User Does Not Have Enough Permission

We found an existing issue in the system with actions that had multiple assignees (Who To Action - WTA). If the logged in user viewing the action did not have permission to see all assignees made a change to the action, upon pressing save, assignees were removed based on the logged in users permissions.

This ticket rectifies this issue. Where now the logged in user will first only see assignees that they have permission to see.
       

Beneath these assignees is now a link that, when clicking, presents a non-editable popup listing all other action assignees.
